'ON THIS CELEBRATORY OCCASION, WE PAY TRIBUTE TO THE QUEEN'S LIFE AND LEGACY AND HONOR THE SPECIAL RELATIONSHIP BETWEEN OUT TWO NATIONS', CLINTON SAID.
